Program Description

The Job Order Contracting certificate program provides a comprehensive overview of the Job Order Contracting process. Discover how to set up, operate, and manage a successful Job Order Contracting Program. Explore the roles and responsibilities of those involved in the process, pricing considerations, and the selection process. Learn how to mitigate risk, manage and meet expectations, and build relationships. This 60-hour program is held one evening a week for 15 weeks. Students can earn up to 6 Continuing Education Units (CEUs) in this program.

  • Introduction to Job Order Contracting (Part 1)

    This session provides an overview of different project delivery methods and their applications. It describes the basic elements of Job Order Contracting, including the benefits and challenges, the elements involved, and common terms. Learn how Job Order Contracting works and why so many Owners and contractors are using it.

    Introduction to Job Order Contracting (Part 2)

    This session includes an overview of the requirements for a successful Job Order Contracting Program, including the amount of work, cost data, and the roles of each participant. Learn how a Job Order Contracting Program can be tailored to fit specific needs, the importance of front end planning, and how to identify tradeoffs, benefits and risks to determine whether Job Order Contracting is the right delivery method for your application.

    JOC Operations (Part 1)

    This session reviews the nature of Job Order Contracting operations, including how to set up a JOC Program to ensure predictable results. Learn about the roles and responsibilities of those involved, determining the scope of work, the process development, start up requirements and contractual considerations.

    JOC Operations (Part 2)

    This session covers the individual Job Order, including preconstruction activities, the Job Order document, scope of work, drawings and specifications, price, schedule, change orders, and payments. Examine the importance of the Job Order Contracting Operations Manual, including establishing mutual understanding of expectations, training, and documentation.

    JOC Management

    This session explains how to manage a Job Order Contracting Program, including background and management methods. Learn best practices for management, such as training, reporting, meetings, communication tools, relationship building techniques, dealing with unsatisfactory performance, record retention and audits, and solutions focused decision making.

    Job Order Price (Part 1)

    This session reviews Job Order pricing, including the role of the Job Order document, the Owner’s fiduciary duty to obtain a fair and reasonable price, the scope of work, the price estimate, and cost data. Explore the criteria for usable and valid cost data bases and review alternatives, such as commercial data bases or privately developed data bases.

    Job Order Price (Part 2)

    This session continues the exploration of Job Order pricing, including coefficients, contractor overhead and fee, and price escalation and de-escalation. Learn when and how to use the various pricing methods and review typical alternatives for setting the Job Order price.

    JOC Selection Processes

    This session reviews the common Job Order Contracting selection processes, including the elements of the processes and the contents of solicitation documents. Examine the selection criteria and relative weights and how to pick the appropriate selection committee members. Learn best practices for reviewing submissions, conducting interviews, negotiating the contract, retaining files and debriefing and inspecting the Owner’s procurement file. This session also explains the importance of transparency in the selection process.

    JOC Legal Considerations and Contract Overview

    This session reviews the legal considerations of Job Order Contracting. Examine how legal requirements and limitations affect a JOC Program. Learn a new approach to contract documents and how to create them. The purpose of contracts is to produce success for the JOC Program participants.

    The JOC Operations Manual (Putting It All Together For Day-To-Day Operations)

    This session covers the contents of a Job Order Contracting Operations Manual, such as what is and what is not included in the Operations Manual and guidelines for developing the JOC Program processes. Review sample operations manual provisions for various pricing methods, including defined terms, common goals, reporting, meetings, preconstruction activities to create a Job Order, and issue resolution.

    Collaboration (“win-win-win" and "team") Thinking

    This session explains collaboration, including its definition, purpose, and benefits. Learn how to think and act collaboratively in order to obtain optimum benefits from the Job Order Contracting Program and discover how to implement the responsibility formula to ensure win-win-win results.

    JOC Case Studies (3 sessions)

    These sessions take you into real-life experiences with actual JOC Programs. Learn what has worked and not worked in these programs. Benefit from the experiences of owners, contractors, subcontractors and design professionals, including, lessons learned, common pitfalls and opportunities for improvement.

    Keys for Success

    This session reviews the key concepts for a successful JOC Program, starting with the common goal of obtaining optimum benefits for all participants. Examine some keys to successful JOC Program processes. Learn core ideas for success, including, managing and meeting expectations, building relationships, helping other parties be successful, and the key concept of keeping it simple.
